It looks like a single-pole sender so it'll illuminate the lamp by making a connection through to earth via it's body, and if you have enough PTFE on there that there's no good path to earth.. well you can see where this is going :) Just a thought, but have you checked to see if the sender still has a good electrical earth between it’s body (at least the threaded part) and the engine block?
